Can I change my personal account to a business account?

No, you cannot delete a personal customer account that may be set up via TenantCloud, and unfortunately Dwolla API doesn't yet support "upgrading" from a personal to business account.

We'd recommend creating a completely new account and separate business customer. The email address is a unique constraint in Dwolla so you'll want to make sure its something different than the email tied to the personal customer record.
